Man arrested for deadly Pike Co crash

WAVERLY, Ohio (WTVN) -- The man who had been on the run since being involved in a deadly crash in Pike County last week has been captured.

Ohio State Highway Patrol troopers and Pike County Sheriff’s Office deputies arrested Paul R. Riggs Jr., 30, of Waverly at approximately 11:00 a.m. Wednesday. He was on foot on Germany Road, approximately one mile south of State Route 32, in Pike County. He was taken into custody without incident.

"He was willing to turn himself in," said Lt. Karla Taulbee, head of the Ohio State Highway Patrol's Jackson District Criminal Patrol Unit who said they talked with Riggs on the phone after visiting his fiancée. "He came out of the woods and surrendered."

Riggs had been on the run since June 24, when the vehicle he was driving went left of center, killing Tina L. Ogier, 35, her unborn child and her passenger, Mary Jane E. Cooper, 19, all of Beaver, Ohio and injured a 14-year-old-boy.

"There's been a lot of pressure put on in the area. You had our officers, we had the sheriff's department following up on leads. It's just been going day and night," Taulbee said.

Riggs has been taken to the Pike County Sheriff’s Office and will later be incarcerated at the Scioto County Jail.

"We knew we would find him. You just have to keep following up on leads after leads," Taulbee said.

Riggs is facing three-counts of aggravated vehicular homicide and one-count of aggravated vehicular assault. Taulbee says additional charges will likely be filed against those who helped Riggs elude authorities. She said they're talking with the prosecutor about that part of the investigation.
